A union, or any other entity gains recognition and becomes influential when the perceived benefits exceed the costs. While in Eastern countries such as Japan unions are perceived as an essential part of the organisation, it is a common philosophy in Western nations such as Britain and the USA that unions, or any other employee representation is an option to be weighed up in terms of potential costs and benefits. To gain recognition and influence in Western culture, unions need to address the changing needs of both employers and employees so that they appear beneficial. The first section of this report examines the changing needs of today’s workforce and alternative approaches a union may take to gain recognition and influence.As well as unions, organisations often utilise other forms of employee representation such as direct individual channels and internal representative groups. With the alternatives available, and assuming a rational decision making model, (Hollenbeck, 1998) an employer in a Western organisation would grant a union a recognition agreement when the benefits outweighed the costs of other forms of representation, or no representation at all. The second section of this report evaluates the different forms of employee representation in comparison to unions, showing when an employer may perceive a union to be more beneficial and hence might be willing to grant a recognition agreement.
